Key Tasks and Accountabilities
Kier are carrying out the construction of civil engineering infrastructure in the Suffolk area, including the working around live utilities.
Utilities Identification & Planning
• Identify existing underground and overground utility services (e.g., gas, water, electricity, telecoms) using the client’s system
• Review drawings, records, and statutory plans to confirm service locations.
• Coordinate site investigations such as utility surveys, trial holes, and ground penetrating radar (GPR).
Permits & Approvals
• Obtain necessary permits, approvals, and agreements from the client for excavations.
Coordination & Liaison
• Act as the main point of contact between the project team, client utility team and utility providers (DNOs, water companies, telecom providers, etc.) where necessary
• Arrange and attend meetings with stakeholders to plan diversions, connections, and protection works.
• Manage third-party interfaces and ensure clear communication across all parties.
Utility Diversions & Protection
• Plan and coordinate utility diversions in line with the construction programme.
• Ensure adequate protection measures are in place to prevent damage to live services.
• Monitor diversion works carried out by utility providers or subcontractors.
Health, Safety & Compliance
• Ensure compliance with relevant regulations and standards (e.g., HSG47, CDM Regulations).
• Promote safe systems of work when working near or around utilities.
• Review and contribute to risk assessments and method statements (RAMS) and inspection and Test Plans (ITPs)
Documentation & Reporting
• Maintain accurate utility records, drawings, and asset information and submit to the client on a weekly basis
• Track utility-related risks and report progress to the project team.
• Compile and provide as-built information for completed works.

Essential Requirements
• Degree, HNC/HND, or equivalent in Civil Engineering, Construction Management, or related discipline (preferred)
• Experience working with utilities coordination on civil engineering or infrastructure projects
• Knowledge of utility regulations, standards, and processes
• Familiarity with interpreting utility drawings and records
• CSCS Card.
• Full Driving Licence
