Job Role


 

· Assist in the management of the TW framework with parent company organisations / implementation partners by identifying TW design and capacity in the external market and work with procurement on a sourcing strategy and scope documents. Support in evaluation of supplier TW competence.
· Assist in the management of the TW framework with external framework partners.
· Chair design coordination meetings with consultants and ensure that suitable project management principles are applied to the allocation of design resource and the delivery of design
· Ensure the delivery of design in accordance with TW procedure, implement and monitor performance of internal and external design delivery.
· Develop and implement assurance requirements for TW design in accordance with the works information.
· Work with the section Temporary Works Managers and Coordinators to manage a TW Register capable of handling data appropriate to the scale and organisation of the project. · Work with the Engineering and Assurance data and reporting analyst to maintain reporting on the status of Temporary Works delivery and forecast of Temporary Works.
· Assess and assist the Temporary Works Manger manage the competency of designers delivering design works for the project in accordance with SQEP and CDM requirements.
· Coordinate with the Learning and Development team in the integration of temporary works into onboarding, competence/qualification requirements and training plans.
· When required, support the appointment of appointed people for the management of temporary works (TWS/TWCs) by providing briefings on the temporary works design delivery processes.
· Support the development of a process for the management of risk to ensure that there is a golden thread between risk management by the permanent works designer, risk management by the temporary works design and the RAMS in order that all residual risks are appropriately mitigated or managed.
· Remain aware of and communicate industry and project wide health and safety updates to ensure that they are understood and reflected within CWA TW design delivery.
· Coordinate with and support the commercial and finance teams in the commercial management of the framework contract with parent companies and external suppliers
· Identify opportunities for use of standardised TW designs, develop the scope and implement a means of identifying and assuring their use.
· Organisational: The position reports to a CWA Contractor's Engineering Lead. The role requires extensive engagement and collaboration with delivery teams and functions across the organisation.
· Budget for TW Design
· Complexity :- the individual should have ability to understand the technical risks of temporary works and determine their categories/classes
· Competency :- the individual should have the ability to assess the competency of those undertaking temporary works design in accordance with the SQEP requirements


Qualifications 


· Professionally qualified in civil or structural engineering including a degree in a relevant engineering discipline
· Formal Training - successful completion of a recognised temporary works coordinator course (desirable)
· Experience of temporary works engineering on major projects, including tunnelling and deep excavations


Experience 

 

· Team management capability.
· Understanding of the temporary works process as outlined in BS5975:2019.
· Understands the requirements of the CDM Regulations 2015.
· Technical expertise in the type of work being undertaken in both design and construction (execution).
· Understands the principles of risk reduction and how this should be managed by the Client, the Principal Designer and the Principal Contractor.
· Good communication and collaboration skills.
· Budget and contract management.
· Management of competency
· Management of design delivery quality and assurance.
· Established relationships with TW design supply chain.
· Practical experience - Experience in Temporary Works design and Management of Designs
· Extensive experience of temporary works design and implementation
· Commercial experience, eg defining scope of works, supporting procurement processes and managing works in accordance with contract requirements.
· Chartered Engineer - Desirable
· Experience of competence assessments of TW designers
