Key Responsibilities
Engineering & Technical Delivery
• Interpret and implement drawings, specifications, and design requirements on site.
• Provide engineering control for construction activities.
• Identify, manage, and resolve technical issues, including technical queries and NCRs.
• Ensure compliance with design requirements, standards, specifications, and permit systems.
Site Supervision & Coordination
• Supervise site operations to ensure works are delivered safely, efficiently, and in line with the programme.
• Coordinate site engineers, setting-out teams, subcontractors, and suppliers.
• Liaise with the Sub-Agent and foremen to allocate labour, plant, and materials to the required standards, programme, and budget.
• Monitor and coordinate subcontractors to ensure their works meet contractual requirements.
• Develop and maintain strong working relationships between the workforce, supervisors, and engineers.
Programme & Progress Control
• Assist with short-term planning, programme updates, progress tracking, and resource planning.
• Maintain site records, including daily diaries and progress reports.
• Identify delays and escalate issues to the Sub-Agent and Project Planner.
• Ensure the team has the current information and resources needed to carry out their duties.
Health, Safety & Environmental Compliance
• Ensure compliance with all health, safety, and environmental standards and procedures.
• Produce and review risk assessments and method statements (RAMS) for the safe execution of the works.
• Organise and deliver toolbox talks, safety briefings, and RAMS briefings to the construction team.
• Carry out and record at least one weekly safety inspection.
• Promote a strong safety culture on site.
Quality Assurance & Records
• Produce and maintain as-built records and inspection and test plans (ITPs).
• Ensure works meet quality standards and specifications.
• Support the production of lifetime quality records (LQRs) and handover documentation.
Temporary Works & Permitting
• Assist with temporary works design and ensure compliance during implementation.
• Raise and manage permits, including permits to break ground, hot works, and lifting operations.
• Ensure compliance with approved temporary works designs and permit systems.
Team Leadership & Development
• Manage, mentor, and support the development of site engineers and graduate engineers.
• Promote collaboration across engineering, commercial, and delivery functions.
• Reports to: Sub-Agent
• Interfaces with: Agent / Project Manager, Site Engineers / Surveyors, Foremen / Supervisors, and Commercial & Planning teams.

Essential Requirements
• Degree / HNC or equivalent in Civil Engineering, Construction, or a related discipline.
• Relevant experience in Civil Engineering, including site engineering and setting out.
• Experience in infrastructure, highways, heavy civils, earthworks, structures, drainage, or utilities.
• Strong knowledge of construction methods, temporary works, and quality systems.
• Holds a CSCS card.
• Good IT skills, with confidence using MS Office and AutoCAD.
• Ability to communicate effectively with site engineers, foremen, supervisors, and the site-based workforce.
• Demonstrable knowledge and practical application of site engineering activities, combined with construction supervision skills.
• Working towards professional membership such as ICE or CIOB is desirable.
• Value Add for SZC/Major Roads.
• Experience in highly regulated environments such as nuclear or utilities would be beneficial.
• Understanding of quality traceability, lifetime quality records, environmental constraints, and stakeholder-led delivery would be advantageous.
• Experience with concrete structures would be beneficial but is not essential.
