Key Tasks and Accountabilities
• Lead the implementation, monitoring and continual improvement of Kier HS&W policies, procedures, standards and project-specific arrangements.
• Provide visible HS&W leadership to the project team, supply chain and client stakeholders, promoting a proactive culture focused on prevention, engagement and learning.
• Develop, lead and monitor project HS&W objectives, campaigns, behavioural safety initiatives and wellbeing programmes.
• Manage HS&W reporting, dashboards and performance statistics, ensuring accurate monthly and annual reporting to Kier, the client and relevant governance forums.
• Review and provide assurance over Risk Assessments, Method Statements, Safe Systems of Work, permits, construction phase plans and other critical HS&W documentation.
• Lead and coordinate site inspections, audits, assurance visits and compliance reviews in line with project monitoring targets and risk profile.
• Ensure accidents, incidents, near misses and observations are reported, investigated and closed out effectively, with lessons learned communicated and embedded.
• Lead engagement with operational teams to identify HS&W risks, training needs and improvement opportunities across civil engineering, temporary works, logistics and site interfaces.
• Support the management of supply chain HS&W performance through pre-start engagement, assurance reviews, audits and performance feedback.
• Advise senior project leadership on HS&W compliance, risk management, legal duties, best practice and client requirements.
• Oversee project inductions, briefings, toolbox talks and HS&W communications to ensure the workforce understands key risks, controls and expectations.
• Coordinate support for drug and alcohol testing arrangements where required, ensuring processes are undertaken professionally and in line with project requirements.

Essential Requirements
• NEBOSH Construction Certificate or equivalent as a minimum; NEBOSH Diploma, NVQ Level 6 or equivalent qualification desirable for a management-level appointment.
• Membership of a relevant professional institution, ideally Grad IOSH, CMIOSH or working towards Chartered status.
• Accident and incident investigation qualification or demonstrable experience leading robust investigations and implementing lessons learned.
• Strong understanding of UK construction health and safety legislation, CDM Regulations, risk management, assurance and major project governance.
• Significant civil engineering, infrastructure or major projects experience, preferably within a principal contractor environment.
• Proven ability to lead, influence and coach operational teams, supply chain partners and senior stakeholders.
• Excellent written and verbal communication skills, with the ability to produce high-quality reports, briefings and performance information.
• Due to the site being a nuclear project, BPSS level security clearance is required. These checks can take 4–6 weeks to process.
