Preconstruction Engineer (Sizewell C)

Principal Accountabilities


· Prepare the preconstruction work scope document to be delivered within the contract or package of work and the interfaces to the other elements of the programme,
· Develop site mobilisation strategies for deployment,
· Support the Project Manager in the preparation of the Project Execution Plan (PEP)
· Draft and prepare strategies and plans in line with the overall PEP,
· Draft and prepare Execution plans for the work packages in tandem with the Project Managers,
· Interface with other programmes to ensure a high-level view of how the total project is progressing and to identify and adopt the use of best practice.
· Prepare for and support estimating / Target Outturn Cost (TOC), schedule, methods/technical and governance reviews as required.


Activities


· Prepare readiness reviews and handover materials, documents and briefings for the Project Leads and delivery teams prior to works commencing,
· Maintaining effective communications with all stakeholders to execute the project,
· Develop the preconstruction List of Deliverables (LOD) and activities to ensure they are delivered safely on time and budget, to meet business needs and technical requirements,
· Produce the programme - track progress against milestones, deadlines, budget and provide key stakeholders with reports on these matters,
· Apply the principles of Continuous Improvement and learning from HPC and other projects.
· Maintain dialogue with delivery teams to support effective mobilisation and construction.


Financial and Commercial


· Support monthly finance and commercial reviews,
· Support the development of Portion budgets,
· Coordinate with the Risk Team to identify risks and opportunities and facilitate the resolution of issues raised, develop and update the programme budget, and escalate any key issues,
· Support the review of CWA liabilities,
· Develop/review content to be included in contract or package contractual requirements.


Dimensions


· Organisational: The position reports to the Project Manager for the Portion and or workstream. The role is responsible for production of the preconstruction deliverables within the portion.


Risk (for example Capital, Project or Performance risks)


· Project - to support management of programme risk


Other (for example: Complexity, Impact and Interdependencies)


· Complexity:- the individual should ideally have a breadth of civil engineering experience including site and preconstruction experience.


Requirements:


· High levels of safety, security, and environmental responsibility
· Candidate will be focus towards professional development on management skills including project management, commercial/estimating management, and facilitation.
· Good presentation, influencing and facilitation skills.
· Excellent communication and organisational skills, and a good collaborator who is able to develop relationships and maintain effective networks.
· Strong numerical and analytical skills
· Familiarity with Project Management deliverables (PEP, risk register, basis of estimate etc), tools and techniques
· Experience delivering large-scale technically complex projects throughout the project phases, such as preconstruction and planning, procurement, delivering and monitoring
· Experience of / good understanding of the technical / delivery aspects of the scope
· Experience of working to and meeting tight deadlines, preferably in preconstruction stages


Desirable


· Experience in the concrete industry
· Nuclear/license condition experience.
· Experience of leading multifunctional teams in the Civil Engineering sector.
· Experience in engineering design, methods, contract, and field execution strategies for project delivery
· Experience in procurement and management of contracts
· Experience in control of costs; risk; schedule and change
· Experience of successfully engaging groups of stakeholders
