Job Responsibilities

 

Principal Accountabilities, Activities and Decisions :

 

• Ensure a relentless focus on Health and Safety

• Support the delivery of the SZC project's sustainability activities Ensures staff have a good knowledge of and adheres to the Alliances processes, procedure and governance regime

• An ability to see bigger picture and prioritise efficiency opportunities.

• Willing to take initiative to respond to project requirements

• Understands how economic factors affect the project/construction industry.

• Provides commercial input to Value Engineering reviews for alternative methods of construction

• Manages the feedback of commercial data to other CWA functions

• Maximises digital opportunities

• The ability to review commercial and cost data.

• To support the preparation of Target Outturn Costs (TOCs) for a sections or major element of the works

• To co-ordinate the commercial team to ensure programme issues are identified and actioned

• To manage the preparation and review of Earned Value data

• Manage the preparation of the monthly performance reports.

• To be able to report and explain the commercial progress to the Delivery Leadership Team

• Leads commercial aspects with stakeholders

• Support the formulation of management plans for resource procurement.

• Understanding of disputes resolution including options, structure as well as knowledge of the SCL Protocol

• Application of legislation and ability to liaise with legal experts

• Support the preparation TOC submissions including the interpretation of Work Package requirements

• Representation of the financial and contractual interests of the Civil Works Alliance in progress meetings or the like. Co-ordination of supply chain management and supporting the procurement, estimating, and surveying functions

• Ensure the Alliance team is briefed on the commercial terms of the PAA, including the change process (Adjustment Events), key risk and obligations for the relevant sections of the works, Alliance the incentivisation regime and the like

• Ensure the supply chain contracts for a specific section of the works are managed in accordance with the agreed terms

• Briefing the relevant managers within the Alliance team on the terms of the subcontracts for which they are responsible

• Ensure change management is administered in accordance with the agreed contract terms utilising the Alliance systems and processes

• Manage subcontract and supply chain packages in order to minimise the risk of dispute

• Highlighting and reporting on any areas / issues of potential supply chain disputes

• Representation of the relevant commercial and contractual interests in progress meetings or similar

• Co-ordination of buying, accounts, production control/planning, supply chain management and procurement in accordance with the established responsibilities of each function

• Understand and report on how risk and opportunities impact the final cost forecasts

• Ensuring all costs are recovered as Defined Cost and maintain a schedule of actual or potential disallowed cost

• Experience in the recruitment and retention of staff and supporting the career development of junior commercial staff

• Onboarding and induction of staff ensure commercial induction packs are drawn up and delivered

• Manages and oversees team performance reviews and identifies and targets the needs of individuals and self.

• Oversees and gives advice on training and& development including progress toward professional accreditations

• Gives feedback on strengths and weaknesses - connecting plans for development of individuals.

• Determine commercial staff requirement for relevant sections of works and liaison with HR for recruitment including temporary staff

• Involvement with education establishments to promote the Alliance Participants as a potential employer and to support sponsored students.

• Liaises with all CWA functions to ensure task/project remains on plan

 

 

Qualifications

 

• BSc or MSc in Quantity Surveying or experience equivalent

• Member or Fellow of RICS, ICES or CIOB
