WORKFORCE ADMINISTRATOR


Organisation Information: 


Bouygues Travaux Publics (TP) and Laing O’Rourke, two of Europe’s most dynamic engineering and construction specialists, are working together in a joint venture named BYLOR to deliver the main civil engineering works at Hinkley Point C (HPC) worth over £2.8 billion.

Purpose of the role:


The Labour function will support the internal delivery agenda of the Bylor Operational and Project Management teams to support its 70:60:30 plan and the Health and Safety / Mission Zero targets
To support the Operational and Project Management teams to ensure it is operating best practice in a consistent manner to maximise the opportunities available in the way the PAYE weekly paid operatives are managed.


Key responsibilities and specific accountabilities:


Labour Management 


Forecasting

 

  • To coordinate short, mid and long term labour forecasts in format requested within the timescales required to allow strategic decisions to be made as appropriate.
  • Utilisation of both prospective employment applications and existing workforce availability to aid in provisions for forecasts.


Recruitment

 

  • Adoption and management of the Bylor group recruitment process, ensuring full compliance on both transparencies of process and data protection.
  • Actively monitor group process to seek improvements in efficiency and controls.
  • Ensure compliance with Bylor’s core principal of a directly employed workforce.


Training

 

  • Liaise with central Learning and development team to ensure that all training of new employees is captured.
  • Liaise with central Learning and development team to ensure that all training requirements and matrices are met.
  • Monitor apprentice positions on contracts to ensure that client / local authority requirements are being met and those apprentices are correctly registered with the CITB etc...


Health & Safety

 

  • Ensure that Business Improvement Notices (BIN’s) issued during any calendar month are monitored and ensure performance with individual is dealt with accordingly.
  • To engage with the respective Safety Management team to ensure that we have an aligned approach.
  • To ensure that fatigue management is actively monitored and managed in accordance with LOR group policy.
  • Provision of support as required to all H&S initiatives including Mission Zero, Take 5, Ask the Question, SPHC Safety Passport etc...


Utilisation / Retention

 

  • To ensure that transfer of operatives around Projects in an efficient manner ensuring where possible that redundancy costs are minimised.
  • To carry out regional rate benchmarking as requested. To assist in setting up pay grades per trade with criteria to allow for open / transparent pay reviews based on skills and competency.
  • To assist in developing a library of Role descriptions for all main roles within the function to assist with recruitment and monitoring of operatives performance.
  • To support any individuals have been recruited in Apprentice positions ensuring an environment which will allow them to reach their maximum potential.
  • Ensure that where direct resource is not available, Agency Labour is resourced centrally through the Agency Labour process.


Communication

 

  • Ensure effective communications with employees on all matters concerning employment.
  • Ensure confidential service is available for any individual requirements.
  • Ensure operational teams are compliant with all Bylor labour process requirements and that any changes to process are communicated and explained.
  • Continue to raise awareness of Bylor available services such as the confidential care line and conduct line reporting.
  • Maintain effective communications with other functions directly involved in the labour processes including Office Management, Payroll, Human Capital etc...


Industrial Relations

 

  • To ensure that the company IR policy being dealt with in a consistent manner.
  • To ensure that the Redundancy process has an accurate forecast / tracker to ensure that we keep compliant.
  • To integrate with the HC Shared Services function to ensure that case management within my region / area of responsibility is dealt with accordingly.


Reporting

 

  • Production of monthly reporting suite showing key statistical data and disciplinary hearings, grievances, claims etc...

Additional Information:


All positions with Bylor are employed directly with either Laing O’Rourke or Bouygues Travaux Public and include competitive salaries, private medical insurance, company pension schemes and annual holiday allowance. Some grades will also include a company car allowance. 

Unless stated otherwise all positions are based at Hinkley Point C in Somerset.
Somerset boasts beautiful English countryside, an attractive coastline, interesting towns and villages along with easy access to the M5 and within proximity to the cities of Bristol and Exeter.
