Payroll Manager
The MEH Alliance - Cavendish Nuclear 
Hinkley Point C 

 

 

 

Accountabilities:    
1.    Holds overall responsibility for ensuring that all payroll processes are applied consistently and that the MEH weekly paid workforce are paid correctly. 
2.    Manages the team of Payroll Team Leader and Payroll Co-ordinators to ensure that all MEH elements of payroll are processed on a timely basis with data being shared with the delivery partners for payment.
3.    Manages relationship and interactions between MEH Payroll Team and the delivery partners, ensuring efficient processing and sharing of data between the teams.
4.    Takes the lead on the implementation of any changes within the Hinkley Point C sector agreements, (Engineering Construction Sector Agreement and Supervisor Sector Agreement). Liaises with all delivery partner stakeholders to ensure accurate updates on a timely basis, aligning all “go live” dates, in order that the changes are implemented for all operatives on the same effective date. Involves all relevant stakeholders including Workforce Manager, HR Manager, IR Manager to manage the messaging internally and externally.
5.    Supported by the Payroll Team Leader, holds overall responsibility managing the Payroll team, including:
a.    Ensuring fair and equitable workload distribution
b.    Acting as escalation point
c.    Managing Kronos roll out
6.    Manages all payroll activity, ensuring correct utilisation of Kronos, the designated MEH Time and Attendance system – developing procedures and guidance for the correct use of the system and associated procedures
7.    Ensures that all pay queries are resolved in an efficient and timely manner in support of harmonious Industrial Relations and general employee wellbeing and engagement
8.    Takes the lead in supplying information to auditors in response to payroll audits

 

 

Key Deliverables:    
1.    Creates and maintains the MEH Payroll manual.
2.    Develops and maintains effective working relationships with all stakeholders, internal to MEH, within the delivery partners, the recognised trade unions and the client
3.    Develops a Service Level Agreement with KPIs for time to respond to queries etc.
4.    Develops a suite of auto generated reports from Kronos, to support the Construction Director, Workforce Manager and HR Manager to effectively manage timekeeping issues on a proactive basis
5.    Provides metrics and dashboards to support the Head of HR in demonstrating the effectiveness of the MEH Payroll team and systems
6.    Supports MEH, delivery partners in payroll related IR issues providing info as required


Minimum Qualifications/ Experience 
(In line with MEH Onboarding matrix)

1.    HNC/HND or equivalent experience plus competency-based assessment/ interview 
2.    Solid IT skills across full MS Office Suite, incl excellent Excel and data analysis ability
3.    Clear and confident communicator at all levels and with a range of audiences
4.    Problem solving skills
5.    Multi tasking, time management skills

 

 

Additional Qualifications/ Experience:    
1.    Minimum 5 years Payroll Manager experience
2.    Experience of leading teams
3.    Experience of weekly payrolls
4.    Experience of unionised sites and engaging with trade unions
5.    Experience of Kronos is desirable
6.    Previous experience in an Alliance or Joint Venture is desirable
7.    Previous experience working in Engineering Construction or with complex National Agreements such as NAECI, JIB etc is desirable
