At Dalkia Nuclear, fire safety and emergency preparedness are critical controls in the safe delivery of our work. This role requires clear ownership, strong leadership and the ability to ensure teams are not only compliant, but prepared to respond effectively to incidents.


The Fire Safety & Compliance Manager is accountable for the implementation, control and assurance of all fire safety and emergency preparedness arrangements across Dalkia Nuclear activities at Hinkley Point C.


The role ensures that fire risks are identified, assessed and effectively controlled, and that emergency arrangements are defined, tested and maintained to support a coordinated response to incidents within a high-risk, regulated environment.


Accountabilities:    


•    Fire safety compliance across all Dalkia Nuclear project activities 
•    Implementation and effectiveness of the Fire Safety and Emergency Preparedness arrangements 
•    Delivery, quality and close-out of Fire Risk Assessments and associated actions 
•    Assurance of fire safety inspections, testing regimes and emergency response readiness 
•    Integration of fire safety and emergency preparedness into operational planning and execution 
•    Identification, escalation and management of fire and emergency-related risks 
•    Engagement with the client, emergency services and regulators on fire and emergency preparedness matters 


Main Responsibilities:     


•    Develop, implement and maintain the Fire Safety Management Plan and interface with site Emergency Preparedness arrangements 
•    Produce and review Fire Risk Assessments (FRAs), ensuring actions are implemented and closed out within agreed timescales 
•    Define and maintain emergency arrangements, including fire response, evacuation and incident coordination procedures 
•    Plan, coordinate and deliver emergency exercises (e.g. fire drills, scenario-based exercises) and ensure learning is embedded 
•    Ensure alignment with HPC Emergency Preparedness and Response Plans and Principal Contractor arrangements 
•    Monitor compliance with fire safety legislation, standards and emergency preparedness requirements 
•    Lead fire safety inspections, audits, drills and testing activities, ensuring deficiencies are identified and rectified 
•    Provide competent advice to operational teams on fire safety and emergency response requirements 
•    Challenge unsafe practices and intervene where standards are not met 
•    Support incident and emergency response investigations, ensuring lessons learned are implemented 
•    Deliver training and briefings to ensure workforce readiness and understanding of emergency procedures 
•    Represent Dalkia Nuclear at fire safety and emergency preparedness coordination meetings with the client and other contractors


Minimum Qualifications/ Experience 


    Essential (one or more of the following):
•    Level 4 qualification in Fire Safety (or equivalent) 
•    NEBOSH Fire Safety Certificate
•    Certificate in Fire Safety Lv4 (Fire Auditors)
•    Diploma in Fire Safety Lv4 (Fire Inspectors)
•    CIOB Certificate in Fire Safety in Construction


One of the following required:


•    LATS
•    SSSTS
•    IOSH Managing Safety


One of the following required:


•    CCNSG/ HSE MAPS


Desirable:


•    NVQ Level 6 in Fire Safety (or working towards) 
•    Membership of a recognised professional body (e.g. IFE, IFSM) 
•    Experience within nuclear or highly regulated environments 
•    Understanding of incident command structures (e.g. JESIP principles) 


Required skills & Experience      


•    Proven experience managing fire safety and/or emergency preparedness within construction, infrastructure or high-risk environments 
•    Strong knowledge of UK fire safety legislation and emergency planning principles 
•    Experience developing and implementing fire safety and emergency response arrangements 
•    Experience delivering drills, exercises and emergency response testing 
•    Ability to influence, challenge and drive compliance at all levels 
•    Strong communication and stakeholder engagement skills
