Deputy Lead Permit Control Manager

1. Permit-to-Work System Management 

Develop, implement, and maintain the PTW system, ensuring it is robust, effective, and aligned with industry best practices. 

Ensure that all permits are issued, reviewed, and closed in a timely and compliant manner. 

Regularly review and update PTW procedures to reflect changes in scope, regulations, or operational needs. 


2. Risk Assessment and Safety Assurance 

Collaborate with supervisors, engineers, and contractors to conduct risk assessments for work requiring permits. 

Ensure appropriate control measures are in place and clearly communicated to all stakeholders. 

Monitor compliance with permit conditions, intervening and escalating when necessary. 


3. Training and Competence 

Provide training on PTW procedures and systems to relevant personnel, including contractors. 

Assess and validate the competence of individuals authorized to issue, accept, and work under permits. 

Maintain records of training and certification. 


4. Team Leadership and Coordination 

Deputise for the Lead Permit  Control Manger in their absence, providing guidance and support to ensure efficient and consistent operations. 

Foster a culture of safety and compliance within the team and among site personnel. 


5. Monitoring and Reporting 

Conduct regular audits of permits and PTW processes to ensure compliance and identify areas for improvement. 

Prepare and present reports on PTW performance metrics, including permit violations, delays, and corrective actions. 

Analyse trends and propose solutions to improve operational efficiency and safety outcomes. 


6. Stakeholder Engagement 

Act as the primary point of contact for all PTW-related queries and escalations in the absence of the Lead Permit Control Manager 

Liaise with contractors, project teams, and HSE representatives to ensure effective communication of permit requirements. 


7. Emergency Response Support 

In the absence of the Lead Permit Control Manager provide support in emergency situations, ensuring permits are managed or suspended safely. 

Assist in incident investigations related to PTW non-compliance.

 

 

Key Performance Indicators (KPIs) to be covered in Weekly Report :

  • Compliance rate with PTW system requirements. 
  • No of PTW types in week  
  • Forecast for next 4 weeks draw 
  • Number of PTW-related incidents or near misses. 
  • Timeliness of permit issuance and closure. 
  • Feedback from stakeholders on PTW effectiveness. 
  • Forecast for next 6 weeks Documents which will impact PTW issue 
  • PTW no closed within approved timescales  
  • Monthly Report to cover in addition to Weekly Data 
  • PTW trained personnel by area and additional numbers required. 
  • Audit findings and corrective action implementation rates. 
  • Forecast for next 12 weeks Documents which will impact PTW issue

 

 

Key Skills and Competencies 

 

Technical Skills: 

 

  • Strong knowledge of Permit-to-Work systems and associated software. 
  • Familiarity with relevant health and safety legislation, standards, and codes of practice (e.g., HSE, ISO, or local regulations). 
  • Experience in risk assessment and hazard identification. 

 

 

Leadership Skills: 

 

  • Proven ability to lead and manage a team effectively. 
  • Strong decision-making and problem-solving skills under pressure. 
  • Communication and Interpersonal Skills: 
  • Clear and concise verbal and written communication.

Qualifications and Experience 


Essential: 

 

  • Degree in Engineering, Health and Safety, or a related field, or equivalent experience. 
  • Minimum of 5 years of experience in a similar role within high-risk industries (e.g., construction, oil & gas, energy). 
  • Experienced in Permit-to-Work systems and procedures. 
  • Demonstrated experience in leading and managing PTW systems. 

 

 

Desirable: 

 

  • Professional qualifications in health and safety (e.g., NEBOSH, IOSH, or equivalent). 
  • Experience with digital PTW systems and tools. 
  • Knowledge of emergency response procedures.
