Offshore Section Engineer
Balfour Beatty
Hinkley Point C

Bristol (Avonmouth)

About the role

Balfour Beatty is currently recruiting a Section Engineer to join our team in Avonmouth, Bristol, supporting the delivery of offshore marine construction works for the Hinkley Point C project.
The Marine and Tunnelling teams at Balfour Beatty have successfully delivered two 3 km intake tunnels and a 1.5 km outfall tunnel beneath the Bristol Channel, forming a critical part of Hinkley Point C's cooling water infrastructure. The Marine Works Team is now delivering the final phase of the programme: flooding the intake and outfall tunnels to bring the cooling water system into service and support power station commissioning. This major offshore campaign involves planning and executing the controlled flooding of the tunnels, working at the interface of marine operations, commissioning, engineering and environmental management.

Key scope includes:

•    Flooding of the intake and outfall tunnels from offshore
•    Removal of temporary bulkheads from offshore shafts
•    Installation of permanent locking caps

Delivering these works requires significant engineering, planning and stakeholder coordination. Activities range from offshore and onshore enabling works, testing and commissioning specialist temporary works equipment through to executing the main offshore campaign in the challenging environment of the Bristol Channel, home to the world's second-highest tidal range. Success depends on effective collaboration across multiple teams to manage marine constraints, integrate commissioning requirements and ensure assets are ready for operation.

The flooding campaign represents a key milestone in transferring the intake and outfall systems into service. The project must address challenges including sediment management, water quality control, flooding sequence optimisation and long-term operational readiness, while balancing environmental, licensing and programme requirements. It offers a rare opportunity to contribute to a nationally significant infrastructure project where strategic planning, complex marine operations and innovative engineering solutions come together to deliver safe and successful commissioning.

As a Marine / Offshore Section Engineer, you will lead and coordinate a section of the offshore works, ensuring operations are delivered safely, efficiently and in accordance with programme, quality and commercial requirements. Working closely with engineering teams, subcontractors and offshore stakeholders, you will play a key role in the successful delivery of offshore construction activities.

What you'll be doing

As a Section Engineer, you will support the planning, coordination and delivery of offshore and marine construction activities, ensuring works are completed safely, efficiently and in accordance with project requirements. You will provide technical leadership within your area of responsibility, working collaboratively with the client, suppliers, subcontractors and wider project team to resolve engineering challenges and maintain programme delivery.

Key Duties:

•    Acting as the technical interface between the project team, client, suppliers and subcontractors.
•    Reviewing permanent and temporary works designs to ensure safe and practical construction solutions.
•    Preparing and reviewing Method Statements, Risk Assessments, Inspection and Test Plans (ITPs) and other construction documentation.
•    Planning and coordinating marine and offshore construction activities to support programme delivery.
•    Raising and managing Technical Queries (TQs/RFIs) and supporting the resolution of engineering and construction issues.
•    Producing supplier instructions and monitoring progress to ensure timely implementation of works.
•    Maintaining quality records and supporting the production of handover documentation.
•    Promoting high standards of safety, quality and environmental performance across all site activities.
•    Supporting audits, inspections and assurance activities, whilst mentoring and developing less experienced engineers.
•    Identifying construction risks and opportunities, implementing practical solutions to support safe and efficient project delivery

Who we're looking for

We are seeking an experienced offshore professional with a good understanding of marine construction activities, safety leadership and operational delivery.

Key skills required:

•    Experience working within offshore construction, marine operations or major infrastructure projects.
•    Review designs of permanent and temporary works.
•    Review and assist in the development of Sub-Contractor Method Statements and Risk Assessments for offshore works.
•    Relevant Engineering Degree (Civils, Mechanical or Coastal)
•    Understands Permit System and actively raises Permits to Work.
•    Is able to identify potential hazards and is proactive in implementing actions and controls.
•    Good level of Environmental Awareness.
•    Able to resolve issues with control and information provided.
•    Able to identify issues on drawings and suggest construction solutions.
•    Actively drives the production of quality ITP and handover documentation and information.
•    Awareness of specification and other Contract documents.
•    Understands and can use the information provided in the Stage Programme, disseminating this to the team.
