MEH Project Engineer ( HVAC) 

 

Job Purpose:
The Project Engineer (PjE) reports functionally to the MEH Engineering Manager and should be considered as the ‘person controlling the delivery of the engineering HO from start of HO1 to HO3 (DTS)’. Over the full off-site delivery life cycle, the particular focus is to ensuring delivery to plan and mitigating delivery risks, taking ‘best for Project solutions’ where necessary. The PjE will engaging Technical Client Organisation (TCO)/PWR Technology (PWRT) when the HPC Safety Case is potentially impacted. The role responsibilities also includes ensuring delivery of the review and acceptance of design by the various parties under the surveillance of TCO/PWRT.

This post has the responsibility to ensure delivery of all the engineering from all parties up to delivery to Site (HO3) in accordance with the overall Project schedule (delegation/support taken from the Building Coordination Managers). This post will ensure planning and delivery of design and engineering is performed in accordance with all safety, quality and cost parameters to meet the needs of the Project. 
The PjE will support the Engineering Manager during their work with the Joint Design Office (JDO) to ensure the transfer of engineering responsibility from EPM to the JDO is managed efficiently and support is provided to the JDO as necessary during post HO3 activities.


Dimensions:
MEH detailed design is delivered by the Responsible Designers, including the potential for remaining Open Points at Handover. Execution Designers translate the detailed design into a condition adequate for manufacturing and installation. Engineering issues may continue to be raised during manufacturing and installation (the latter outside the scope of this role), while changes and configuration needs to be controlled. The PjE’s role is central to maintaining full control and accelerating schedule for its entire discipline. The following key responsibilities have been delegated by the EM to the PjE:

•    The PjE will be responsible for ensuring timely resolution of engineering issues as they arise in support of the delivery for which the Senior Project Manager is accountable.
•    The PjE will manage / coordinate all engineering issues in as per the given discipline over the entire off-site lifecycle including all EWs, TQs and GCs raised, open points (OP) and design change (DC) etc.
•    The PjE will be responsible for liaison with all parties contributing to the delivery of works to HO3, ensuring that information is exchanged as required and that all parties deliver their roles to plan.


Principal Responsibilities:
The main responsibility is to support the Engineering Manager in its delivery duties by providing prioritised and timely turnaround on engineering issues, facilitating as needed the relevant discussions and expediting internal processes such as review & acceptance and change control etc.  The PjE will:

•    The PjE needs to have oversight of all HO1 to ensure no delay and no impact on HO2 activities will occur.  
o    Join KoM, maturity reviews, any other required meeting to achieve 100% maturity of the erection area

•    They is responsible for timely delivery of HO2 (by Execution Designer) and HO3/DTS (by the Fabricator/Manufacturer), through collaboration and support from the Building Coordination Manager (BCM) where required and expediting the review and acceptance by the associated stakeholders.
o    HO2 Delivery and compliance with discipline workflows (KO meetings, HRR’s).

•    Responsible for the timely turn-around of contractual correspondence linked to engineering issues (TQs, EWNs, CEs, etc.). The PjEWe will ensure it is happening, but t is the role of the CRD CEL to provide the technical response to Execution Designer TQ, EWN etc.  We will be responsible for technically answering the TQs, EWNs etc from the RD contract.
•    RD CEL Liaison and ensuring discharge of the CEL duties as defined in the GENCO500 and GENCO541 contracts.
•    Support the EM in the Instruction of Handovers to Bilfinger
•    Develop a list of key experts that are decision-makers (stakeholders) in all areas related to the discipline to speed up the resolution of issues together with Technical Lead (TL)
•    Technical management of Configuration Issues raised during the HO1 to Ho3 phase and support closure and develop the road map for closure of each single OP together with Configuration Management
•    Ensure delivery to plan of the Technical Acceptance and associated surveillance within the framework defined by TCO/PWRT (TCO/PWRT acting as escalation route for any acceptance-related issues). Including defining/challenging the level of proportionate surveillance undertaken by the Responsible Designer and PWRT.
•    Ensure the Unit 2 Replication Strategy developed by Plant Integration is enacted within the relevant discipline delivery.
•    Ensure with TL that proper engineering support is provided throughout all activities by all design contributors
•    Support the EM through the governance routes for engineering matters (e.g. preparation of PCR’s related to design delivery and changes in schedule)
•    Participate to Technical Acceptance of HO1, provide the EM with an evaluation of remaining risks and schedule /cost impact related to maturity and Open Points, and expedite the closure of Open Points up to HO3.
•    Ensure design interfaces and supplier feedback are effectively managed and controlled.
•    Inform management with reports / progress reporting (where applicable and to be defined)
•    Preparation of trackers for schedule and maturity analysis, etc.
•    Any other specific duties that the Engineering Manager discharges to the PjE.

 

 

Key Interfaces
The PjE will support the identified stakeholders on the following tasks: 

•    Engineering Manager for the discipline
o    Day-to-day support of Engineering Managers covering specific contracts


•    Building Coordination Managers
o    Maturity management and tracking -expediting of Open Points and other issues closure
o    Building integration-related technical issues
o    Responsible Designer HO1 expediting 
o    E2E schedule


•    Responsible Designer Contract Engineering Lead (CEL) and Discipline Lead
o    Support on technical issues impacting RD design
o    Support on HO2 surveillance
o    Support for engineering issues post HO2 (TQ’s etc)
o    Support on HO3 surveillance


•    TCO/PWRT
o    Acceptance process for design deliverables and escalation route for acceptance-related issues
o    PWRT retain the Intelligent Customer oversight for the Safety Case


•    Execution Designer – Bilfinger 
o    Execution design delivery, closure of Open Points, queries and technical issues
o    Manufacturing engineering issues resolution between HO2 and HO3 

•    JDO
o    To be discussed and confirmed later 

•    Quality
o    Resolution of design and manufacturing Non-Conformance Records (NCR) and more widely of any technical issue arising from quality control activities together with TST

•    Other HPC Engineering Entities (Plant Integration & other Programme DMTs)
o    Interface with other disciplines for transverse topics
o    Interface with Plant Integration to support configuration management

 

Note: the following interfaces will be primarily managed by the Building Coordination Managers:
•    Area Management (HO3 delivery, engineering work packs, schedule and priorities)
•    Plant Integration for configuration management
•    Engineering Work Packs delivery coordination and expediting by Erection Area

 

 

 

Nature and Scope:
The nature of the role is to provide engineering management to the discipline to ensure delivery in accordance with the principles of safety, quality, time and cost and not impeded by delayed resolution of engineering issues.

Strong discipline expertise is expected as well as facilitation skills to bring different parties to resolve engineering issues. A proper view over the entire Project lifecycle is needed to ensure that solutions for current issues will not create later impediments and delays.

The role will require frequent interaction with the Responsible Designer, Execution Designers, Fabricators/Manufacturers, TCO and JDO on site.


Knowledge, Skills, Qualifications & Experience:
•    Track record of delivering technical expertise in projects within a technically complex and dynamic environment, whilst ensuring high levels of safety, security and environmental responsibility, ideally within the Nuclear Energy sector or similar regulated environment.
•    Demonstrable awareness of integrated management system and the different policies, procedures, standards and documents applicable to technical and contractual management.
•    Demonstrate significant expertise in relevant technical discipline
•    Experience of successfully engaging groups of stakeholders and facilitating issues resolution.
•    Good presentation, influencing and facilitation skills. Excellent communication and organisational skills, able to develop relationships and maintain effective networks.
•    Strong numerical and analytical skills.
•    Understanding of PWR/EPR design and experience in PWR/EPR construction.
•    Working knowledge of French language an advantage.
•    Degree and chartered status in an engineering, construction or other related field.
•    Knowledge of CDM Regulations.

 

 

Location:
The Project Engineers base location is the Site Delivery Centre (SDC) in Bridgwater. However, the activities require his presence in Designers Offices, hence it is expected that the PjE will spend time in both Responsible Designer and Execution Designer offices across Europe in order to meet the demands of the Project.
