Quality Surveillance role required for the Bylor JV working on the Hinkley Point C project in Somerset. Bylor is a joint venture between Laing O’Rourke and Bouygues TP.


The successful candidate will be directly employed by one of the parent companies. 


This role comprises two main parts: 1st to provide BYLOR’s Management Team assurance that works are being properly executed, and 2nd to reinforce at the work face the Nuclear Safety Culture that BYLOR seeks to promote on the project. The works primarily involve reinforced concrete but will include civil, structural and architectural trades. It also mostly concerns on-site activities but will periodically include offsite activities.
The first part entails regular inspection and surveillance of work activities to monitor that they are being carried out in the approved manner and that quality requirements are being consistently achieved. The standards expected are significantly higher than normal construction industry and as this a nuclear project zero defects is expected.

The construction teams are responsible to achieve quality, and the responsibility to verify quality rests largely with the engineering teams. While this role is not directly responsible for quality control it does form part of efforts to provide assurance that quality is being consistently achieved, and a measure of its success will be the absence of observations and findings made when work is presented for inspection by the Client.
The second part of this role entails providing coaching, mentoring, guidance and training to the construction and engineering staff to reinforce the Nuclear Safety Culture the Client and BYLOR is promoting on this project. Nuclear Safety is about quality and the Culture is about people’s behaviour and decision making towards quality.

Coaching, mentoring, guidance and training is centred on the technical aspects of performing the work on site, to ensure those performing activities are aware of, and understand, their importance to quality. These efforts will range from on the spot advice arising from issues identified during inspections and surveillance, to structured “tool-box” talks on various quality related topics, and participation in quality reviews, feedback sessions, meetings and so forth.

This role by its nature reinforces the Nuclear Safety Culture that BYLOR seeks to build and maintain and as such it is important that the duties are carried out in a constructive, credible, consistent and positive manner.
Aside from the general aspects of the role described above, specific duties include:

  • Assist in planning and developing training materials related to this role
  • Develop and maintain and the surveillance and training program for this role
  • Conduct inspections and surveillance as described above
  • Provide coaching, mentoring, guidance and training as described above
  • Provide daily, weekly and monthly reports of these main tasks
  • Participate in the daily morning construction briefings; highlight potential concerns
  • Participate in the monthly quality feedback sessions with the workforce
  • Participate in the monthly quality feedback meeting with NNB’s Surveillance Team
  • Participate in operational experience  / learning meetings with the Construction and Engineering Teams
  • Share best practices between teams

Experience and qualifications:

  • Siginificant experience of heavy civil engineering site based experience operating as a General Foreman or Works Manager
  • Hold significant experience in reinforced concrete delivery
  • Have an advanced understanding of concrete behaviours and rebar installation
  • Be passionate about delivering a quality product
  • Enjoy coaching, mentoring and training others
  • Good communicator, able to work constructively with persons at every level including with the Client and Suppliers
  • Hold required site based qualifications - SMSTS / CSCS Card
  • Ideally have had some form of coaching around behavioural influencing
