Quality Engineer required for the Bylor JV working on the Hinkley Point C project based in Somerset. Bylor JV is a joint venture between Laing O'Rourke and Bouygues TP. The successful candidate will be employed directly with one of the parent companies.

Purpose of the Job

The Quality Engineer will support the Quality Manager in:

  • Providing enabling and assurance to the Area Delivery Team and its associated Sub Contracted Work Packages (i.e. Steel Cylinder Concrete Pipes, etc)
  • Implementing and maintaining its Contractor’s Quality Assurance Plan in accordance with international and regulatory standards, and Contract specific requirements.

Principal Accountabilities

  • As a Quality Engineer, you will be allocated to an area within the Delivery Teams covering either Unit 1, Unit 2 or Specialist Sub Contracted Packages. 
  • You will provide Quality support to the Project Managers/Package Managers and Engineers within your allocated area reporting to the Quality Manager. 


Primary responsibilities will be to:

  • Provide guidance and support on quality deliverables such as Inspection and Test Plans (ITPs), Supplier Quality Plans (SQP), Material Approval Forms (MAF), Life Time Quality Records (LQTRS) and Procedures. 
  • Provide guidance and support on quality deviations such as Non Conformance Reports (NCRs), Request for Information (RFIs) and Field Change Requests (FCRs).  Review NCRs and provide feedback on adequacy of corrective actions, and suitability of proposed actions to prevent re-occurrence and drive improvement.  
  • Complete regular site visits to check the quality of works and adherence to planned arrangements and execution documents. 
  • Intervene when the Quality of works is at risk or has been affected, and escalate to Senior Management as appropriate. 
  • Monitoring, support and guidance to project teams on the completion of deliverable records in paper and electronic format, ensuring issues are identified in a timely manner. 
  • Produce audit and surveillance plans for selected works.  Conduct planned surveillance and audit to verify management system and works processes are being implemented, and intended outputs meet specified requirements.  Produce accurate and detailed reports on all completed surveillances and audits.
  • Identify, plan and conduct care and maintenance inspections in accordance with the care and maintenance schedule, raising/coordinating on issues with the project teams, and closing findings to resolution.
  • Complete statistical analysis on identified deviations from both Contractor and Client to understand areas of risk, and opportunities for improvement to prevent re-occurrence.  Feedback and present results into Quality Focus Meetings, Tool Box Talks and Lessons Learned sessions.   
  • Develop, in collaboration with the project teams, partitioning strategies that reflect a logical and sensible approach to Life Time Quality Record handover, ensuring Contractor and Client requirements are met. 
  • Produce documents for handover, coordinating assigned Document Controllers on the population of Life Time Quality Record Packs containing execution deliverables, ensuring progressive submission to the Client.   
  • Coordinate Document Controllers under your area ensuring sufficient time and task management.  Understanding of Electronic Document Management Systems.  
  • Promote various management system policies, objectives and key performance indicators. 
  • Provide training, support and guidance to the project team and suppliers on quality processes, quality related activities and nuclear safety culture fundamentals.   
  • Represent Quality in various site meetings, whether internally, with suppliers and/or with the Client.  
  • Promote a Right First Time and Nuclear Safety culture to project teams and suppliers, understanding key risk areas and opportunities for improvement.  Promote value added industry best practice and innovative solutions under continual improvement.
  • Take necessary care to properly protect the confidentiality, integrity and availability of corporate and nuclear sensitive information from unauthorised disclosure, modification or destruction.  Never knowingly put Bylor’s or NNBs information, or information systems at risk. 


Person Specification

  • ISO 9001:2015 IRCA Internal or Lead Auditor trained (or willingness to undergo training).
  • Degree in Civil Engineering is desirable.
  • Practitioner or Chartered Quality Professional (Chartered Quality Institute) is desirable.
  • Technical understanding and experience of major civils construction or large complex projects including areas on reinforced concrete, coatings and steelwork. 
  • Good experience with ISO 9001:2015, and in reviewing and generating key Quality documents such as Inspection and Test Plans, Quality Plans and Life Time Records. 
  • Knowledge and understanding of NEC3 Contract terminology.
  • An ability to communicate at all levels is essential as you will be responsible for attending meetings, and facilitating and presenting on quality matters, to project teams, suppliers and Client organisations.  
  • A high level of organisation and the ability to multi task is essential as you will have the responsibility for planning and completing many tasks simultaneously, and coordinating a team of document controllers. 
  • Computer literacy to include Adobe Acrobat and Microsoft Office Suite with skills in Word, Excel and Power Point.
