MEH Alliance Quantity Surveyor

Accountabilities:         

•Works Task Orders: provide commercial support on site at HPC to WTO Multi-Disciplinary Teams, including Project Manager, Planner and Trade Supervisors; from kick-off meeting to final account. The specific discipline support services are – Scaffolding, Common Building Services, Site Construction Services, Temporary Works, Transverse Task Orders 

 

•PROCON: monitor planned v actual trade operative hours, including progress monitoring, challenging Norms, utilisation times, time and motion studies in the field, innovation and continuous improvement to system set up, managing, controlling and mitigating delays, output reporting 

 

•M&E Cost Advice: Prepare field change Cost Advice for Industrial Installations including Mechanical, Electrical, HVAC, Painting, Thermal Insulation, and Scaffolding; based upon Bills of Materials and applying project norms and utilisation factors; &/or time & material records. 

 

•Site walk-rounds: based on-site and carrying out regular site visits, safety stand downs, identification of change events, feed into Change Management Database (held in Business Collaborator) &/or Register of Access (held in Sharepoint), and delivering tool-box-talks.
 
•CEMAR: draft CEMAR communications relating to provision of Cost Advice, EWN and NCE for review and approval by other in keeping with project CEMAR Etiquette; and review CEMAR communications and documents received from the Client or Alliance Manager. 

 

•Task Order Final Account Audit: assist with final account close out of Task Orders of Defined Cost on this NEC 4 Alliance Contract based Contract. 

 

•NSC: support and foster a positive Nuclear Safety Culture. 

 

 

Qualifications:         

  • Preferably a degree in Quantity Surveying or relevant discipline (or studying towards); &/or experience in the nuclear sector &/or other high-hazard industries. 
  • Preferably holding a relevant professional accreditation (RICS, ACostE, CIOB) or working towards. Can achieve security clearance (BPSS or higher). 

 

 

Experience:         

  • Experience in the commercial administration of Scaffolding, M&E, and Temporary Services 
  • contracts and experience in the nuclear sector or other regulated sectors. 
  • Preferably experienced in facilitating client audit of Defined Cost and providing record / cost backup 
  • Preferably experienced in working in a Joint Venture or Alliance environment to be able to demonstrate a one team work ethic 


Scope 
M&E works for new build nuclear power station; predominantly bulk construction and completions; but also supporting procurement and manufacturing oversight; with high prominence for quality control and assurance. 


Scale:
The MEH Alliance scope is circa £1Bn. BBK forms part of the MEH Alliance. 

 

 

Team :   
The role reports to the MEH site commercial leads for MEH Works Task Orders; requiring embedding in a blended team of from multiple employers. 


Budget:    
The role will be responsible for commercial administration of Works Task Orders currently in the region of £12m pa; increasing over time to circa £50m pa and circa 1,000+ trade operatives and commercially supporting multiple Works Task Order’s up to £20m in value. 

 

 

Attributes and skills:         

  • Preferably experienced in use of CEMAR, SharePoint, Teamcenter, Business Collaborator, Oracle R12, SAGE. 
  • Preferably experienced in working in large teams, including Joint Venture &/or Alliance teams; and familiar with the associated behaviour and cultures. 
  • Willing to dedicate a minimum 2 years to the project; and preferably stay with the project until completion; with possibility of relocation to the follow-on project proposed at Sizewell C. 
  • Preferably with knowledge of nuclear safety culture and related ONR guidance. 
  • Displays the right behaviours, demonstrates a “best for project” ethos; is able to think laterally and flexibly to deliver solutions, with a ‘process driven’ focus to delivery. 
  • Demonstrates strong communication skills, liaising effectively with peers, other functions, delivery partner and client teams. 
  • Able to demonstrate accountability for their own actions and take responsibility for workload. Demonstrates ability to reach sensible best for project pragmatic positions (One Team approach)
