Job Purpose / Overview
To support the Construction Emergency Preparedness Assurance Programme across the Hinkley Point C construction site (HPC), focusing on assurance of contractor’s construction Emergency Arrangements. To support the Construction Emergency Preparedness Assurance Lead in undertaking themed inspections of the emergency preparedness and response arrangements as provided on the construction site ensuring a consistent and integrated delivery of those emergency arrangements.
The post holder will also be expected to support the aim and objectives of the Emergency Preparedness Team in managing and delivering the HPC Emergency Arrangements across the construction Site.


Contextual Information:

 

Operating Environment
The main construction site measures 176 hectares with an expected peak workforce of 5600 on the HPC site not including shift changes, those working on associated developments or visitors and also includes the marine environment. The associated developments include, 1500 bedded accommodation split across 2 sites, freight management centres, park and rides, satellite offices, induction centre and a wharf.
The Emergency Preparedness Team manages the EDF HPC Emergency Arrangements for HPC and Associated Developments to ensure that Incident Management Plans and Emergency Response Arrangements meet the sites operational requirements and comply with regulatory conditions.
The Emergency Preparedness Team engages with a wide variety of stakeholders including but not limited to, internal EDF staff, (EDF) contracted emergency response providers, EDF Management Team, ‘Tier One’ construction contractor Emergency Preparedness Leads and Management Teams, External Emergency Services and Hinkley Point A & B sites.


Framework & Boundaries

  • To support the management and delivery of the Emergency Preparedness assurance programme with a focus on inspecting and auditing the construction safety elements of emergency arrangements ensuring compliance with regulations and
  • organisational requirements. This will include assuring, Risk Assessment & Method Statements, (RAMS), Incident Management Plans and emergency preparedness and response arrangements developed by contractors deployed on site;
  • To liaise with various HPC departments and contractors to assure a compliant and integrated approach to construction Emergency Preparedness & Response;
  • To liaise with contractors, providing information and advice on construction emergency arrangements related matters for the construction site;
  • To support the HPC Emergency Preparedness & Response Exercise Programme as required.

 

Principal Accountabilities

  • Support the Construction Emergency Preparedness Assurance Lead in the inspection and audit of contractors Emergency Arrangements;
  • To carry out inspection of contractor emergency facilities and equipment to ensure that they are maintained to a high standard and in a state of operationally readiness;
  • Make any recommendations relevant to deficiencies found within the inspection and audit process;
  • Provide high quality and detailed reports linked to observations and recommendations arising as a consequence of the Emergency Preparedness & Response Assurance inspections and audits;
  • Assist with the preparation and review of the documentation related to construction safety emergency preparedness and response arrangements;
  • Assist with the planning and delivery of HPC emergency exercises to ‘quality assure’ all aspects of the site’s construction emergency arrangements;
  • Represent the HPC Emergency Preparedness Team at internal and external meetings;
  • Supports the site’s emergency management response and recovery operations during an incident as required;
  • To maintain levels of professional knowledge to ensure best practice is disseminated;


Dimensions
This position does not hold any line management or budgetary responsibility. The post holder will normally work within policy guidelines under the managerial guidance of the Business Resilience Manager/ Construction Emergency Preparedness Assurance Lead.  However, in view of the unpredictable nature of the job, a significant degree of autonomy and appropriate decision making is expected of the post holder when working on his/ her own.


Qualifications & Experience

  • Experience in a construction environment dealing with multiple interfaces and stakeholders;
  • Experience of inspecting and auditing construction related activities;
  • Experience of implementing a quality assurance programme.


Knowledge, Skills, Qualifications & Experience
Knowledge & Skills

  • Knowledge of construction safety requirements, relevant legislation and regulation effecting construction safety and emergency preparedness;
  • Effective influencing skills with the ability to develop and maintain constructive relationships with professional and managerial disciplines;
  • Excellent verbal and written communication skills including experience at report writing;
  • Ability to assimilate, analyse and present complex problems, identify necessary action, make recommendations and ensure actions are implemented;
  • Ability to be self-motivating and manage own work load and priorities to meet the team's goals and targets;
  • Good organisational skills with the ability to manage conflicting priorities and demands.
